Oral Depositions - Stenographic or Non-Stenographic?

Can oral depositions meant for litigation be recorded by non-stenographic means? There have been many who think it is okay to have a Notary Public videotape a deposition and introduce that as evidence without a paper transcript to support the recording. What do you think?

Chiropractors Strive for Victory in Texas Senate

Texas chiropractors scored a major legislative victory (in their opinion) on Thursday, April 14, when the Texas Senate passed Senate Bill 1001 by a vote of 28-2.
 
This landmark legislation is significant for two reasons:
